3As McCoy ministered to the Indians he was confronted with the need of a people that were rapidly being systematically deprived of land, defrauded of annuities, and in many cases pushed to absolute destitution. In the mist of this desperate situation he thought of an idea- a self governing Indian state. Tragically the government and the traders would pervert this idea and tragedy would result.
