Gavin Newsom&nbsp;<a href=\"https:\/\/www.wsj.com\/articles\/california-gov-gavin-newsom-races-to-keep-states-nuclear-plant-running-11661264983?mod=article_inline\">was spearheading<\/a>&nbsp;an eleventh-hour effort to pass legislation to extend a lifeline to Diablo Canyon, a 2,250-megawatt nuclear plant that supplies some 8 percent of the energy produced in the Golden State.<\/p>\n\n\n\n<p>Under pressure from lawmakers and environmental activists, the Pacific Gas and Electric Company (PG&amp;E) agreed in 2016 to decommission Diablo when its operating licenses expire in 2024 and 2025. But in light of&nbsp;<a href=\"https:\/\/www.euronews.com\/my-europe\/2022\/08\/29\/energy-crisis-ursula-von-der-leyen-calls-for-emergency-intervention-in-electricity-market\">the recent energy policy environment<\/a>, California lawmakers had second thoughts.<\/p>\n\n\n\n<p>On the very final day of the legislative session, lawmakers&nbsp;<a href=\"https:\/\/www.npr.org\/2022\/09\/01\/1119778975\/california-lawmakers-extend-the-life-of-the-states-last-nuclear-power-plant\">passed a bill<\/a>&nbsp;that will extend the plant five more years.<\/p>\n\n\n\n<p>This is a sharp turn for Newsom, who had long intimated that the Diablo Canyon plant should be closed.<\/p>\n\n\n\n<p>\u201cI just don\u2019t see that this plant is going to survive beyond 2024, 2025. I just don\u2019t see that,\u201d Newsom said&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/business\/article\/Can-Gavin-Newsom-close-California-s-last-6734454.php\">while running for governor in 2016<\/a>. \u201cAnd there is a compelling argument as to why it shouldn\u2019t.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"link-0\">Nuclear Is in Again<\/h2>\n\n\n\n<p>California is hardly alone in giving nuclear power a second look.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.reuters.com\/business\/energy\/engie-belgium-negotiate-potential-extension-two-nuclear-units-2022-07-22\/#:~:text=Belgium%20was%20to%20have%20exited,a%20restart%20in%20November%202026.\">Belgium<\/a>&nbsp;is one of several European nations looking to extend set-to-expire licenses to keep nuclear plants operational. France, meanwhile, has proposed building&nbsp;<a href=\"https:\/\/www.cnn.com\/2022\/02\/11\/business\/nuclear-power-france\/index.html\">up to 14 new nuclear plants<\/a>&nbsp;in the coming years. Japan, which shuttered its nuclear reactors following the 2011 Fukushima crisis,&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-07-14\/japan-s-kishida-orders-restart-of-up-to-nine-nuclear-reactors\">now wants to restart up to nine reactors<\/a>. Meanwhile,&nbsp;<em>Morning Brew<\/em>&nbsp;<a href=\"https:\/\/www.morningbrew.com\/daily\/stories\/diablo-canyon-nuclear-power-plant-shut-down-delay?utm_campaign=mb&amp;utm_medium=newsletter&amp;utm_source=morning_brew&amp;mid=496be6366d9a5bd625147a2c73138cd5\">reports<\/a>&nbsp;that the UK, Poland, and the Czech Republic are all unfurling plans to build new nuclear reactors.<\/p>\n\n\n\n<p>Nuclear power is suddenly in again, and it\u2019s not hard to see why. Natural gas prices have skyrocketed globally. In the United States, natural gas prices&nbsp;<a href=\"https:\/\/www.cnn.com\/2022\/08\/17\/energy\/natural-gas-inflation-heat-wave\/index.html\">recently hit a 14-year high<\/a>, but that\u2019s nothing compared to Europe, where they recently hit an&nbsp;<em>all-time<\/em>&nbsp;high and are the equivalent of&nbsp;<a href=\"https:\/\/qz.com\/2138680\/natural-gas-prices-in-europe-hit-an-all-time-high\/\">$600\/barrel oil prices<\/a>.<\/p>\n\n\n\n<p>This has sent shockwaves throughout Europe, where businesses are reporting&nbsp;<a href=\"https:\/\/twitter.com\/CallumMckeefery\/status\/1564202870706143235\">five-fold<\/a>&nbsp;year-over-year price increases.<\/p>\n\n\n\n<p>There is now little debate that Europe is in the middle of&nbsp;<a href=\"https:\/\/time.com\/6209272\/europes-energy-crisis-getting-worse\/\">a full-blown energy crisis<\/a>, in no small part because the nations pursued a \u201c<a href=\"https:\/\/www.foxbusiness.com\/politics\/experts-blame-green-energy-europes-full-scale-energy-crisis-warning-us\">green<\/a>\u201d energy agenda that shifted from domestic production (especially in fossil fuels and nuclear power) and led to a reliance on natural gas imports from Russia, which have been disrupted by the invasion of Ukraine and Russian geopolitics.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"link-1\"><em>8%&nbsp;<\/em>of California\u2019s Electricity Gone?<\/h2>\n\n\n\n<p>The situation in California is different than that in Europe, but there is also a clear reason the state is second-guessing its decision to shut down its single largest power station\u2014namely, its battered energy grid.<\/p>\n\n\n\n<p>California grid operators last week&nbsp;<a href=\"https:\/\/twitter.com\/Breaking911\/status\/1564842770665275393?t=x0pULpvdCyQ72aJL5HP10g&amp;s=19\">warned<\/a>&nbsp;of blackouts and encouraged citizens to \u201cset thermostats to 78 degrees or higher, avoid using large appliances and charging electric vehicles, and turn off unnecessary lights.\u201d<\/p>\n\n\n\n<p>This is nothing new in California, which has&nbsp;<a href=\"https:\/\/education.nationalgeographic.org\/resource\/case-study-california-blackouts\">an extensive history of blackouts<\/a>&nbsp;even though it has one of the lowest per capita energy consumption rates in the country (largely due to its mild climate).<\/p>\n\n\n\n<p>The reason for this isn\u2019t complicated. California is seen as a green energy success story, and in some ways it is. Earlier this year, on one mild May day, California produced enough renewable electricity to meet 103 percent of demand,&nbsp;<a href=\"https:\/\/www.npr.org\/2022\/05\/07\/1097376890\/for-a-brief-moment-calif-fully-powered-itself-with-renewable-energy#:~:text=Renewable%20energy%2C%20including%20solar%20panels,including%20renewables%2C%20hydropower%20and%20nuclear.\">setting a new record<\/a>.<\/p>\n\n\n\n<p>The problem is some of these energy sources are intermittent. On most days renewable energy production falls well short of consumer demand, which is why roughly half of California\u2019s electricity is still produced by natural gas\u2014which is getting quite expensive as noted above.<\/p>\n\n\n\n<p>But the real problem is energy supply.<\/p>\n\n\n\n<p>California\u2019s energy grid is already stretched, which means that suddenly aborting nuclear power is a recipe for disaster. As even&nbsp;<a href=\"https:\/\/www.feinstein.senate.gov\/public\/index.cfm\/press-releases?id=B8F19D96-1055-4C11-BE52-E1ACFC68DF3C#:~:text=Diablo%20Canyon%2C%20the%20last%20remaining,critical%20to%20the%20grid's%20reliability.\">progressive California lawmakers<\/a>&nbsp;concede, Diablo Canyon generates more than&nbsp;<em>8 percent&nbsp;<\/em>of all of California\u2019s electricity, and accounts for 17 percent of carbon-free production.<\/p>\n\n\n\n<p>If you think California\u2019s blackout problem is bad now\u2014and it most certainly is\u2014try abruptly losing&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Diablo_Canyon_Power_Plant\">18,000 GW\u00b7hrs<\/a>&nbsp;of electricity annually and see what happens \u2026 after adding&nbsp;<a href=\"https:\/\/www.gov.ca.gov\/2022\/02\/25\/california-leads-the-nations-zev-market-surpassing-1-million-electric-vehicles-sold\/\">a million more<\/a>&nbsp;electric vehicles to the economy, all of which must be charged with electricity, when the state\u2019s&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/opinions\/2022\/08\/30\/californias-gas-car-ban-is-clunky-theres-better-way\/\">ban on gas-powered vehicles<\/a>&nbsp;goes into effect.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"link-2\">The Lesson<\/h2>\n\n\n\n<p>As NPR&nbsp;<a href=\"https:\/\/www.npr.org\/2022\/08\/30\/1119904819\/nuclear-power-environmentalists-california-germany-japan\">notes<\/a>, the twist over Diablo Canyon is noteworthy because the Golden State is the birthplace of the anti-nuclear movement in the United States. Environmentalists for years have opposed nuclear power, \u201cprimarily from fears about nuclear waste and potential accidents as well as its association with nuclear weapons.\u201d<\/p>\n\n\n\n<p>As Fukushima shows, these fears are not entirely unfounded. Nuclear accidents&nbsp;<em>do&nbsp;<\/em>occur (albeit rarely). Nuclear plants&nbsp;<em>do&nbsp;<\/em>create&nbsp;<a href=\"https:\/\/www.nei.org\/fundamentals\/nuclear-waste#:~:text=Low%2Dlevel%20radioactive%20waste%20is,disposed%20of%20like%20normal%20trash.\">radioactive waste<\/a>. There&nbsp;<em>are&nbsp;<\/em>clear tradeoffs to nuclear energy.<\/p>\n\n\n\n<p><br>Where environmentalists go wrong, however, is to think tradeoffs are unique to nuclear power and fossil fuels. The fact is ,all energy production comes with tradeoffs, and proponents of so-called \u201cgreen energy\u201d have a nasty habit of overlooking these tradeoffs.<\/p>\n\n\n\n<p>Your neighbor with a \u201cgreen means go\u201d sign in his yard might point out that your F-150 guzzles a gallon of gasoline for every 25 road miles, but he probably ignores that it took&nbsp;<a href=\"https:\/\/www.ifo.de\/DocDL\/sd-2019-08-sinn-karl-buchal-motoren-2019-04-25.pdf\">tens of thousands of pounds<\/a>&nbsp;of CO2 emissions to produce the battery that charges his Tesla. (And don\u2019t even tell him where&nbsp;<a href=\"https:\/\/www.newyorker.com\/magazine\/2021\/05\/31\/the-dark-side-of-congos-cobalt-rush\">the cobalt in the battery<\/a>&nbsp;comes from.)<\/p>\n\n\n\n<p>Your aunt might proudly talk about the new solar panels on her roof, but probably doesn\u2019t know that even on&nbsp;<a href=\"https:\/\/fee.org\/articles\/can-solar-energy-actually-compete-in-a-free-market-one-energy-ceo-s-surprising-answer\/\">utility scale<\/a>&nbsp;solar power has a carbon footprint&nbsp;<a href=\"https:\/\/stanfordmag.org\/contents\/the-possibility-of-a-solar-powered-nation-nitty-gritty\">higher than nuclear power<\/a>, or that solar panels produce literally&nbsp;<a href=\"https:\/\/fee.org\/articles\/solar-panels-produce-tons-of-toxic-waste-literally\/\">tons of toxic waste<\/a>.<\/p>\n\n\n\n<p>Your niece at Columbia might talk about how important it is to become a \u201czero emission\u201d economy. But she probably doesn\u2019t realize the environmental costs, let alone the economic ones, of getting there\u2014which include mining 34 million metric tons of copper, 50 million tons of zinc, 40 million tons of lead, 5 billion tons of iron, and 160 million tons of aluminum (<a href=\"https:\/\/documents.worldbank.org\/en\/publication\/documents-reports\/documentdetail\/207371500386458722\/the-growing-role-of-minerals-and-metals-for-a-low-carbon-future\">give or take<\/a>).<\/p>\n\n\n\n<p>The point is clear: all energy production comes with tradeoffs. Many might believe that politicians are uniquely capable of weighing the pros and cons of energy tradeoffs, but both&nbsp;<a href=\"https:\/\/fee.org\/articles\/hayek-the-knowledge-problem\/?gclid=Cj0KCQjwjbyYBhCdARIsAArC6LJ05XZKu52UWgYKZ7heKTh-q8iBiUFWwWiVxKqNS84xeXOdVtQZFiMaAo16EALw_wcB\">economics<\/a>&nbsp;and our own eyes reveal this is untrue.<\/p>\n\n\n\n<p>Facing what many environmentalists say is a climate apocalypse, did it make sense for European governments to scrap nuclear plants\u2014one of the cleanest forms of energy in existence\u2014and important fossil fuels from Russia, a country hostile to freedom and historically inclined toward authoritarianism?<\/p>\n\n\n\n<p>Similarly, did it make sense for California to scrap nuclear power in its quest to become a \u201c100 percent zero-emission\u201d economy?<\/p>\n\n\n\n<p>Clearly the answer to these questions is&nbsp;<em>no<\/em>.
